Mental Health & Disability Services

Central Iowa Community Services (CICS) was formed under Iowa Code Chapter 28E to create a mental health and disability service (MHDS) region in compliance with Iowa Code 331.390 (PDF). Within this region, CICS is creating a regional system designed to improve health, hope, and successful outcomes for the adults in our region who have mental health disabilities and intellectual/developmental disabilities, including those with multi-occurring issues and other complex human service needs.

Principles & Values

In accordance with the principles enumerated in the legislative redesign, CICS will work in a quality improvement partnership with stakeholders in the region (providers, families, individuals, and partner health and human service systems) to develop a system of care approach that is characterized by the following principles and values:

  • Recovery/resiliency oriented
  • Trauma-informed
  • Culturally competent
  • Multi-occurring capable

CICS will maintain local county offices as the foundation to the service delivery system.

Program Requirements

In order to apply for funding, certain criteria must be met; specifically:

  • People who have a mental illness, intellectual disability, or developmental disability; AND
  • Meet specified income and asset guidelines; AND
  • Reside in the CICS region; AND
  • Professional assessments have determined that the services are needed.

Who is eligible for funding?

The following criteria must be met to be eligible for funding:

  • People who have a mental illness, intellectual disability, or developmental disability
  • Meet specified income and asset guidelines
  • Reside in the CICS region
  • Professional assessments have determined that the services are needed.

If an applicant meets this criterion, he or she may fill out and submit a Community Services Application for Mental Health/Developmental Disability Services.

What if I need help filling out the Community Services Application for Mental Health/Developmental Disability Services?

Applicants may complete the Community Services Application themselves or receive assistance from Community Services staff.

Please call the Hardin County Community Services office at 6641-939-8167 to request assistance in filling out the form.

How do I apply for funding?

In order to be considered for funding for services related to mental health disabilities and intellectual/developmental disabilities, you must fill out a Community Services Application for Mental Health/Developmental Disability Services.
